What is AEO?
Authorized Economic Operator (AEO) — Operator Ekonomi Bersertifikat — is a supply-chain security and trade-facilitation program developed by the World Customs Organization under the SAFE Framework of Standards. In Indonesia, AEO is administered by Direktorat Jenderal Bea dan Cukai (DJBC) and grants certified operators trusted-partner status with priority customs treatment, reduced inspections, and recognition under Mutual Recognition Arrangements (MRAs) with partner countries.
Indonesia's AEO program is grounded in:
- UU No. 10/1995 (as amended by UU No. 17/2006) on Customs (Kepabeanan)
- PMK No. 137/2023 — Ministry of Finance regulation
- PerDirjenBC No. PER-20/2024 — DJBC director-general regulation
Who qualifies for AEO in Indonesia?
Six types of economic operators (Jenis Operator Ekonomi) are eligible:
- Manufaktur — manufacturers
- Eksportir — exporters
- Importir — importers

Frequently Asked Questions
Who qualifies for AEO in Indonesia? Six categories of economic operators are eligible: manufacturers, exporters, importers, customs brokers (PPJK), carriers, and other supply-chain operators meeting DJBC's general and special requirements.
How long does AEO certification take? Typically 6–12 months from gap analysis to certificate, depending on company size and the maturity of existing controls.
What does AEO certification cost? Cost varies by scope (number of sites, operator categories, existing management systems). We provide a fixed-fee quote after a free 30-minute scoping call.
Does AEO require ISO 9001 first? No. ISO 9001 is not a prerequisite, but having it in place significantly accelerates AEO documentation, particularly for the trade-data, training, and measurement requirements.
What is the validity period of AEO certification? AEO certification is granted by DJBC and is subject to ongoing monitoring and evaluation. Certified operators must maintain their controls and may be subject to suspension or revocation if requirements are not maintained.
What is the difference between AEO and MITA? MITA (Mitra Utama Kepabeanan) is a separate DJBC trusted-trader program with different criteria and benefits. AEO is internationally recognized via WCO MRAs; MITA is domestic. Many companies pursue both. See our comparison article in Insights.
Do I need an AEO Manager? Yes — DJBC requires you to designate an AEO Manager responsible for the management system, internal audit, monitoring, and DJBC liaison.
