What is ISO 45001?

ISO 45001:2018 is the first international standard for Occupational Health and Safety (OH&S) management systems, published by the International Organization for Standardization. It replaced OHSAS 18001, which was a British Standards Institution document, and became the global benchmark for occupational health and safety management.

ISO 45001 follows the Annex SL high-level structure, making it directly integrable with ISO 9001 and ISO 14001. The standard takes a proactive approach — focusing on identifying and eliminating or controlling OH&S hazards before they cause harm — rather than purely reactive accident investigation. Key additions over OHSAS 18001 include stronger requirements for worker participation, management leadership, and the management of procurement and contractor safety.

In Indonesia, ISO 45001 complements the national OH&S framework under PP No. 50/2012 on SMK3 (Sistem Manajemen Keselamatan dan Kesehatan Kerja). While SMK3 certification remains a separate domestic requirement, ISO 45001 aligns with SMK3 principles and its international recognition is increasingly valued by multinational customers and in export market qualification.

Frequently Asked Questions

Is OHSAS 18001 still valid? No. OHSAS 18001 was formally withdrawn in March 2021. All organisations previously certified to OHSAS 18001 must have transitioned to ISO 45001:2018. If you still hold an OHSAS 18001 certificate, it is no longer valid and you should contact RKM immediately for a transition assessment.

What is the difference between ISO 45001 and SMK3? SMK3 (Sistem Manajemen Keselamatan dan Kesehatan Kerja) is Indonesia's domestic OH&S management system standard under PP No. 50/2012. ISO 45001 is the international equivalent. Both cover similar ground, but ISO 45001 is internationally recognised. Some companies pursue both. RKM can advise on which makes sense for your situation.

Does ISO 45001 require us to eliminate all hazards? ISO 45001 requires hazard identification and risk control using a hierarchy of controls — elimination, substitution, engineering controls, administrative controls, and PPE. The goal is to reduce risk to as low as reasonably practicable, not necessarily to eliminate all hazards.

How long does ISO 45001 certification take? Typically 4–8 months from gap analysis to certification, depending on the complexity of your hazards and the maturity of existing OH&S controls.

What does worker participation mean in ISO 45001? ISO 45001 has strengthened requirements for consulting workers and, where they exist, worker representatives in OH&S matters — including hazard identification, risk assessment, OH&S objectives, and incident investigation. This goes beyond just posting safety notices.

Does ISO 45001 cover contractor safety management? Yes — Clause 8.1.4 specifically addresses the management of contractors, procurement, and outsourced processes from an OH&S perspective. This includes requirements for evaluating contractors' OH&S competence and coordinating hazard management where contractors work on your site.
